그리스의 경제적 위기가 가중되면서 결국 유로존이 그리스 지원에 대한 합의를 이끌어냈다. IMF와 연합하여 그리스에 지원을 하겠다는 것이 그것이다. 하지만 이번 지원이 시행이 쉽게 이루어지지는 않을 전망이다. 그 이유는 유로존에서 크레딧라인(Credit Line)을 제시했기 때문이다. 크레딧라인(Credit Line)은 일정한 조건 하에서만 자금을 빌려주는 신용 공여 한도를 뜻한다.
그 내용을 보면 이렇다.
1. 그리스 요청 시 회원국과 IMF 지원
2. 16개 회원국 전체의 지원 동의 필요
3. 지원자금 ECB(유럽 중앙 은행) 지분율 바탕으로 배분
4. EU 정상회의 연말까지 재정 건정성 규정 및 감독 시스템 마련
만일 이 조건들 중 한개라도 충족이 안될 시엔 지원금 수령 여부가 불투명해진다. 가령 16개 회원국 중에서 거부권을 행사하는 나라가 생기면 지원이 중단된다. 상황이 이렇기 때문에 그리스 자체적으로는 조건을 만족시키기 위한 뼈를 깎는 노력이 요구된다.
그리고 그리스가 이 조건을 모두 만족하여 지원을 받아낸다고 해서 그리스의 경제가 완전히 살아난다고도 할 수 없다.그리스는 이번 지원책에 완전히 기댈 수도 없는 처지이다. 그리스의 국채 상환 만기가 다가오는 지금 이번 유로존의 지원은 이를 막는 일시적인 방편일 뿐 그리스의 근본적인 경제 위기를 막기에는 역부족이다. 그러므로 그리스는 근본적인 경제 위기의 원인을 분석하여 스스로 자구책을 찾아내야만 한다.
이렇게 그리스의 위기를 지켜보는 유로존의 마음도 좋지 않다. 유로존에서 이번 지원을 마련한 이유도 유로존의 붕괴를 막기 위해서 이다. 사실 이번 그리스의 위기는 비단 그리스의 위기만을 뜻하는 것이 아니다. 유로존에서는 그리스 말고도 경제적 위기를 겪고 있는 나라들이 있다. 이 때문에 PIGS(포르투갈, 이탈리아, 그리스, 스페인 ; 경제적으로 어려운 유럽의 국가들을 뜻하는 용어) 라는 용어도 만연한 것이다. 이러한 유럽 국가들의 경제적 궁핍은 유로존에 위기감을 증폭시킬 수 있다. 그리스의 경제가 얼른 살아나야 그나마 이러한 시름을 조금이라도 덜 수 있는 것이다.
그래서 유로존은 이번 지원을 합의하며 또한 EU 정상회의 상임의장에게 엄격한 재정건정성 규정 및 관리 시스템을 조속히 마련하라고 요구했다.
이번 유로존의 지원이 그리스의 경제에 어느 정도의 파급력을 지닐 수 있을 지 그 귀추가 주목된다.
